Originally, Hector was developed as armor for the SSPP, but due to its high cost, the project was rejected and later implemented using the personal resources of Red Shield. The surviving samples from the first batch sat in the warehouses of the SSPP for a long time. However, anything that sits idle in military warehouses for too long risks disappearing and reappearing on the markets of the Zone.
